Rules applicable to local and State based grants

Please read the following terms and conditions carefully. By submitting an application for a Telstra Connected Seniors grant, you agree to the terms and conditions set out below:

The grantee will use the whole of the grant exclusively for the project described in the application and not for any other purpose. Telstra has the right to require the return of grant monies (in whole or part) and withhold future instalments (as applicable) if Telstra reasonably believes that the grantee is not using the grant money exclusively for the approved project purpose. The grantee may also be excluded from applying for Telstra Connected Seniors® grants in the future.
The project must commence within four weeks of the grant money being received by the grantee, unless otherwise agreed with Telstra. It is expected the project will be completed within nine months of receiving any grant money.
Where the grantee is registered for GST, project and other costs submitted in support of the application must be inclusive of GST. The grantee must provide Telstra with a tax invoice before any grant monies are paid by Telstra to the grantee. Where the grant monies are paid by instalment, the grantee must provide Telstra with a tax invoice for each separate instalment before it is paid by Telstra to the grantee. Where the grantee is not registered for GST, project and other costs submitted in support of the application must be GST exclusive. The grantee must provide Telstra with an invoice before any grant monies are paid by Telstra to the grantee. Where the grant monies are paid by instalment, the grantee must provide Telstra with an invoice for each separate instalment before it is paid by Telstra to the grantee.
Grants will only be paid when Telstra has received a signed Grant Letter Agreement (Local Community Grants) or Grant Agreement (National, State and Territory Grants) from the grantee which must be signed by the grantee and partner (if any) and when Telstra has received a tax invoice (where a grantee is registered for GST) or an invoice (where a grantee is not registered for GST) from the grantee. No additional money will be provided to the grantee once the application has been approved.
The grantee must purchase Telstra products and services with the grant if new telecommunications products and services and/or BigPond® products and services are required for the project. When purchasing new Telstra products and services, the grantee must provide details of the phone numbers and email addresses connected with the new Telstra products and services. The grant cannot be used to acquire new products and services offered by other telecommunication providers. The terms of any product and service apply and are not affected by these grant terms. If the grantee requires other physical equipment for the project that is not available to be purchased from Telstra (such as laptops), the grantee may rent or purchase that physical equipment.
The grantee must not use more than 35% of the grant monies for the purchase or rental of physical equipment. For example, mobile phones, hands free kits, laptops, modems, routers, data projector, screens, wireless broadband cards/USB/dongle/turbo cards.
The grantee must comply with all privacy laws in relation to disclosure of personal information of participants in the grantee's project, whether or not the grantee is an organisation bound by the Privacy Act (Cth).
Telstra needs to measure whether the Telstra Connected Seniors® program is a success. To do this Telstra needs to know whether participants in the program use their home phones, mobiles and the internet differently after they have been involved in your project. Therefore the grantee will need to agree to provide Telstra with the names, home phone numbers, mobile phone numbers and email addresses of the participants in their project. All grantees need to ensure that all participants in their project are made aware of this requirement and are provided a copy of Telstra's Privacy Statement. Telstra will use participant information to anonymously analyse the usage by all Telstra customers who are participants to any Telstra Connected Seniors® project before and after completion of the project.
Telstra has prepared a Telstra Connected Seniors® Program Privacy Statement that must be provided to all participants in a grantee's project to explain how Telstra will use their information. This statement explains that Telstra needs the participant's information to measure the success of the program and that Telstra will not send marketing material to a participant unless it receives the individual's consent to do so. The Participant Register required to be completed by participants of a project must include an "opt out" option for participants to decline to receive updated training materials and product offers from Telstra.
The grantee must purchase the Telstra EasyTouch® Discover handset for any mobile training. New mobile handsets must be paid for in full or purchased outright and be connected to a Telstra pre-paid mobile phone plan only.
The grantee may purchase a minimum of 1 Telstra EasyTouch® Discovery mobile handsets to be used by the trainer for demonstration purposes in all mobile training activity. Participants are encouraged to bring their own mobile handsets and instruction booklet along for training purposes. At the conclusion of the project, the grantee may transfer to members or other individuals within the organisation ownership of the mobile handsets.
If the grantee wishes to connect to a new BigPond® service using the grant, it must do so in the name of the organisation.
The grant may be used to pay for expenses incidental to the project, such as venue hire, staffing, printing of training materials, advertising and promotion of your training,
Local grants will be paid in a lump sum. National, State and Territory grants will be paid in two or more instalments, with timing at the discretion of Telstra. Payments will be subject to satisfactory compliance with the grant reporting requirements and these terms. Any unspent funds must be returned to Telstra.
The grantee will use its best endeavours to complete the project within nine months of receiving Telstra Connected Seniors® program grant money. The grantee will promptly advise Telstra of any change that may affect the grantee's ability to undertake or complete the project within the allotted time.
The grantee will maintain appropriate records, including receipts, to enable the use of grant funds to be identified. Telstra has the right to require the return of grant monies (in whole or part) and withhold future instalments (as applicable) if the grantee does not provide records to Telstra's reasonable satisfaction.
The grantee can contact and work with local Telstra Country Wide® and Telstra Connected Seniors® representatives who can provide assistance in discussing the grantee's application and with the project's delivery. The grantee will acknowledge the assistance of Telstra in any published or displayed material. The grantee must not alter the Telstra logo (except for size) and must only use it in a way that is consistent with the use of the logo in materials supplied by Telstra. In addition, Telstra may request that material relating to the Telstra Connected Seniors® program be emailed to Telstra for approval. The grantee gives to Telstra, an irrevocable, transferable, royalty free license to reproduce and to communicate to the public, such published or displayed material in any way Telstra sees fit for the purpose of promoting and reporting on Telstra and the program. The grantee otherwise retains all intellectual property rights in all works produced by the grantee from the grant funds.
The grantee must provide project report(s) to Telstra by the dates specified by Telstra:
  1. Local grant recipients must provide a final report within 4 weeks of completion of the project;
  2. State and Territory grant recipients must provide a progress report mid-way through the project and a final report within 4 weeks of completion of the project; and
  3. National grant recipients must provide quarterly progress reports while undertaking the project and a final report within 4 weeks of completing the project.
The grantee must, at the reasonable request of Telstra, provide copies of all relevant source documents (such as, but not limited to, receipts for expenses) to substantiate the information contained in the reports. Telstra will make report templates available to grantees and all sections of the forms must be completed. Telstra has the right to require the return of grant monies (in whole or part) and withhold future instalments (as applicable) if the grantee fails to submit a report within the specified time, fails to complete the report form to Telstra's reasonable satisfaction or fails to provide support documentation as reasonably requested by Telstra. The grantee may also be excluded from applying for future grants in the Telstra Connected Seniors® program.
Telstra may request to visit the premises of the grantee or any location associated with the project (e.g. training venue) to assist with any planning and support events (where appropriate) and audit the conduct of the project. Telstra will however not be responsible for training.
Activities must be undertaken in a socially and environmentally responsible manner.
Telstra is not obliged to supply to grantees any equipment, materials or other items free of charge. However, if Telstra chooses to do so, grantees must return such items to Telstra at the conclusion of the project.
Grant money can only be paid into the organisation's bank account. Telstra will not pay grant money into a personal bank account.
The judging committee's decision is final and no correspondence will be entered into.
Telstra is not responsible for any lost or misdirected applications.
Unsuccessful grant applicants may submit new applications in future grant rounds of the Telstra Connected Seniors® program.
The judging committee will review performance and delivery of previous grants together with a new application for any organisation who wishes to re-apply for another grant in the Telstra Connected Seniors® program.
The grantee must not enter into agreements with other telecommunications carriers which permit that telecommunications carrier to refer to themselves as a sponsor, supplier or supporter of the grantee or as affiliated with the grantee during the period the grantee participates in the Telstra Connected Seniors® program. This requirement does not apply to any existing agreements the grantee may have in place with other telecommunication providers prior to the commencement of the grantee's participation in the Telstra program.
Details of all grants made under the Telstra Connected Seniors® program will be made available to the public.
The grantee must comply with such other additional conditions reasonably specified by Telstra from time to time.
